Unidentified Object need help!

Forum Members,

I need help in identifing this item. I found it at a construction site in Dowagiac Michigan. They were tearing up the side walk and the grass area between the road and sidewalk and putting new sewer lines in. The Merc is there for size comparison. It looks to be gold gilded under the dirt and grime. It has a womens face with a lions head above her head like a crown? It is very detailed in design as you can see. Help 8)
